I think that there is one major difference between us and the previous governments in the analogy, and that is.....we have guns, and we also have the Constitutional right to use them to take back our country from the tyrants.
That said, I hate to think of revolution being our only option, but after November we'll have a much better idea of whether or not it will be necessary.

To answer your questions in order,....the tighter the better, and you can reserve w/o unstringing.
I actually prefer to reserve with the full tension of the bow on the string. You will have to block the string away from the cables to have room for the serving jig to go around, but that's about it. So pull the riser off the stock and have at it.
