How do I turn on the icons for "Add as Friend" and "PM this member"?

Crossbow
Single Shot Pistol
Muzzle Loader
Centerfire Rifle

Just click on the screen name of the member of interest and all icons will appear.
When,looking at your own screen name, you can not see the icons.

Do you mean I can't see them under my avatar, but I can see them under yours (or whomever) in the various posts?

Yes,those icons are available under the avatar also.
